Notes from the Russian National Forum "Modernization and Innovative Development of Cities of Russia"

The  author is presented the personal impressions about serious news event, which will remain an almost imperceptible for mass media, will not be very meaningful and as the scientific phenomenon, but for professionals and practical workers will be an event important. Getting invitation to come forward with a report on the scientific and practical meeting, I prepared a traditional report, but, listening other, in the beginning entered into a polemic, and then made an effort analyze what be going on, said and "unspoken".

 

Already a few years on the base of Institute of scientific information on social sciences of the Russian academy of sciences (the Institute of Scientific Information for social studies of RAS), with participation Union of noncommercial organizations the "National innovative system", Department  of social studies of RAS, the Russian academy of state service under President of Russian Federation, Institute of in-plant training of state service and other organizations, wide scientific and practical conferences are conducted with subjects:

- is "providing of the national strategic planning, innovative and technological development of Russia" and

-is -" modernization of Russia : key problems and decisions".

The discussions of February, 2-3, 2011 in Moscow were named Forum "Modernization and innovative development of cities of Russia", that was conducted in the Chamber of Commerce and Industries of Russia (and this organization is present the real businesses and money), with the active participation of Union of small cities Russian FEDERATION (practitioners).

At the end of the forum must be to produce a proposal on development of innovative Communities, including small forms (urban) for inclusion of them in the projects of discussion of laws and state programs.

All first speakers briefly told about your work. Certainly, all on substantial and clever, bureaucratic level.

I should to agree with something in such reports , and  wanted to argue with something , although in the initial phase of discussion of report not assumed.

Marked on your own, that nobody of them not talked about that on what (what resources) is needed to lean in modernization (i. e., assumed, a priori, that the state will distinguish money, and we will search, how to use  them).

After an interruption presiding, taking into account requests and circumstances of row of participants, began to give one's to them word a bit earlier, moving the order of performances.

Speech became more various, speakers a smaller rank, but - sharper and, mainly, exact supervisions and important conclusions met in each, maybe, just private, level that - more specifically, but questions of preparation of the National program, determination of principles and methods of joint work on her development and realization so remained not affected, in spite of appeals of presiding.

Results of Job were criticized of the Russian ministries (with numbers), departments and agencies (with the horrific numbers of stagnation and ineffectiveness), academic institutes performances , attitude was very negative toward "United Russia". Thus, negative faint "notes" sounded even in the performances of "generals", including operating officials.

In the total, turned out so, that my report was the last from heard. By the end of forum, certainly, fewer than half of the participants.

By the end of the first day of work of Forum I outlined more short and more sharp plan of the performance in which used presentation of the scheduled report as some auxiliary and illustrative material.

I gave a report only 5-7 minutes. But I began with an analysis that with what I do not agree in the reports of "generals" - not asked no strategic directions, those, who goes under the thumb pseudo-economic  rhetoric about a "competition environment in a single ant-hill" wrong in what, that actually many other wanted to say in private performances about the problems - that society of small and middle cities of Russia (but not cosmopolitan cities-giants) remained the only real basis of unity of Russia as the states.

A bit quite about personal impressions

Ultimately already in 2 minutes I saw how all participants, which  quite tired, are listened attentively, and concordantly nod.

Yet the a bit quite personal impressions.

Appeared, my report was important for all (I think that his harvested version was a very academic), i.e. I listened others and   purveyances analyzed other performances .
